Project Management Methodologies Compared: Agile, Waterfall, Scrum, and More

However, the right methodology depends on project type, team structure, and organizational context. Using Agile for a project better suited to Waterfall is as harmful as the reverse — methodology fit matters.

Waterfall: Structured and Predictable

Waterfall follows sequential phases: Requirements, Design, Implementation, Testing, Deployment, and Maintenance. Each phase must complete before the next begins. Waterfall works well when requirements are clear, stable, and unlikely to change; the project is similar to ones the team has done before; regulatory or contractual requirements mandate fixed scope, timeline, and budget; and the technology is well-understood with minimal unknowns and surprises.

Waterfall strengths: clear milestones and deliverables, easy to budget and timeline precisely, well-documented for compliance purposes, and straightforward stakeholder communication. Weaknesses: inflexible to change (requirements changes late in the process are extremely expensive), testing occurs late so bugs found late cost more to fix, and customers see nothing until the project is substantially complete. According to Construx, fixing a bug found after deployment costs 100x more than fixing it during coding.

Agile: Flexible and Iterative

Agile is not a single methodology but a philosophy defined by the Agile Manifesto: individuals and interactions over processes and tools, working software over comprehensive documentation, customer collaboration over contract negotiation, responding to change over following a plan. According to the 2025 State of Agile Report, Agile adoption has reached 92% of software development teams, with Scrum as the dominant framework used by 73% of Agile teams.

Agile works when requirements are evolving or partially unknown, the team needs frequent customer feedback to validate direction, speed to market matters more than comprehensive upfront planning, and cross-functional teams can work collaboratively. Agile strengths: adapts to change quickly, delivers value incrementally, customer feedback incorporated throughout, and higher team engagement. Weaknesses: harder to predict timeline and budget precisely, requires dedicated and engaged customer involvement.

Hybrid and Specialized Approaches

Many organizations use hybrid approaches combining Waterfall planning with Agile execution. Plan the high-level scope, budget, and timeline using Waterfall frameworks, then execute sprints using Scrum. This approach (sometimes called Water-Scrum-Fall) satisfies stakeholder desire for upfront planning while enabling flexibility during development.
